Kathleen Mossburg

 MVM-KMSince forming Mossburg and Associates in 1998, Ms. Mossburg has represented a wide range of clients broadly focused on public health and safety net issues.  She has a comprehensive knowledge of legislative, administrative and budget processes, and has successfully represented her clients in each of these venues.  Current clients in these areas include the Public Health Institute, San Francisco AIDS Foundation, California Family Health Council, California Association of Food Banks, California Food Policy Advocates and the Local Health Plans of California.

Prior to establishing her own firm, Ms. Mossburg served as Public Affairs Director for Planned Parenthood in San Francisco.  She was responsible for the design and implementation of the agency’s advocacy programs concerning reproductive rights and comprehensive reproductive and primary health care as well as their 501 C(3) and 501 C(4) advocacy activities.  She directed their legislative affairs activities including building and mobilizing grassroots support and coalitions.  She lead the agency’s community outreach efforts, including representing the agency at community events, speaking engagements, and community meetings, in addition to organizing media and special events.  She was also responsible for community organizing for six Bay Area Counties.

Ms. Mossburg previously served as Legislative Director for Planned Parenthood Affiliates of California in Sacramento where she represented 10 affiliates for the California Legislature and Administration on maternal, child, and adolescent health, family planning, HIV/AIDS, Medi-Cal, and related budget issues.  She was responsible for developing and drafting their public policy analyses as well as serving as the principal spokesperson for legislative and regulatory affairs for the Affiliates.

During her time as Legislative Director, Ms. Mossburg was a member of the California Coalition for Reproductive Freedom where she organized quarterly meetings, and was the legislative advisor and strategist for issues of concern before the Legislature and Administration.

Kathy holds a Bachelor of Arts degree in Government from California State University Sacramento.
